This is a vintage ring dish / jewelry dish was made by Wedgwood in England.
The type of ceramic is Jasperware. The Jasperware color is technically called "lavender", but the color is actually a pale blue. Wedgwood Jasperware is known for its distinct blue background and white relief decorations.
The dish is in the shape of a club and features a classical design in white against the light blue background. In the center of the the clubs three recesses there are three individual reliefs of figures.
